The confusion indicator of a rule equals the inverse of the ratio of those who read and remember the rule out of those upon which the rule is implemented . Each law should be checked for its confusion indicator and then

  • constantly creating and sharing the statics of the confusion indicators;
  • learning about the problem people have in their societies in which laws are created faster than those who are to be implemented by the laws understand it.
  • creating app to reduce the confusion indicators.
